Colorado’s Solar Gardens legislation requires that 10% of the participants in any solar garden be low-income. To facilitate this, the Solar Gardens Institute (SGI) is developing an “Inclusion Fund” that will give low-income residents access to financing. The fund will utilize donations by wealthier participants willing to invest a portion of their earnings into the fund. Low-income participants will pay back loans over a 7-10 year period from the savings on their electric bills and then become outright owners of solar garden shares.
